Heck, just have a $190 million bond sale, like Phoenix recently did!  
"No new taxes?  Why it's completely tax free." -- his honor's 
supporters.

Just don't mention indebtedness, or deficit spending. Or the stunning 
fact that over 70% of the enormous Phoenix budget already went to the 
Police Dept.!  This doesn't count all the loot they steal under RICO. 
 And be sure to link the Fire Dept. to the bond drive --  everyone 
likes the FD, even though they don't contribute $$$ to the "impartial" 
judiciary the way the PD does.
